0.073 SD sounds tiny. Isn’t one SD usually a single letter grade when curving (scores not gpa)? I, too, would be curious to hear more about the real influence here.

That's my impression, but one should also note that this is an average difference, so it is important to consider what the average means were, as well as the distribution of GPAs in both groups to get a more meaningful sense of how practically relevant this difference is.

In general, the way things are done in school is not solely/primarily based on what is best for learning but what can be achieved by one teacher managing 30 kids. While it might be true that kids learn better without phones, that doesn't mean that giving that teacher the additional task of keeping kids off their phones (with no other change or additional resources) will mean the class gets better results.
