Recently when I think about issues with open source documentation I've been trying to think about who's working on that documentation, whether that work is funded, and what ways we have to report issues with the docs. Especially because docs work is notoriously extremely underfunded :)
my understanding is that for the linux man pages:
Michael Kerrisk (the author of the incredible The Linux Programming Interface) maintained them for a long time
At some point Alejandro Colomar took over maintenance
I've been learning how to talk about docs issues on lore.kernel.org recently (though for Git, not Linux) and I find it to be a steep learning curve but also I think it's worthwhile!
