There's been no proof presented that any of them were doing anything illegal, just pictures that show the boats had some barrels on them. And these are boats commonly used to deliver fuel - in barrels.
No Shit Batman! It’s been over a year of US military taking pot shots at random boats and killing civilians. If there is evidence then they need to get warrants and indictments and go through the established legal process.
This recognition is long overdue and I hope the perpetrators get prosecuted and families of the victims get closure and reparations.

Declaring the entire operation a crime against humanity will be more problematic, because most governments will want to keep that option open.
