I am heartened by this. I had a moment of panic when I imagined troll lawyer farms coming after hobby coders.
I think this was anyway unlikely since the bill stipulated that the California government would be the one to bring lawsuits.
However even this is wobbly because there could be political motivations behind the government coming after you.
These amendments are much better. I was one of the people who wrote in expressing concern. Never got a reply but this is way way better than a reply.

They (the Federal Govt. of the US) are doing this right now to a provider in Europe. I'd say it'd be a given without this carveout.

This is brilliantly concise and well phrased. I really hope this catches on and is tacked on to more of the regulations involving "service providers" and "os vendors" and "qualified app stores" and whatnot.
