If I am reading correctly, relational algebra studies arrows of an allegory (WP, nLab), while relation algebra studies endomorphisms of one particular object in an allegory. Allegories merely generalize the category of sets and relations. We don't have to have boring nomenclature; for example, my study of functors of allegories is called fictional-universe theory.
