It legitimately raises the question of whether or not this has been happening in Gaza. There have been reports that during the Bosnian war in the 90s, oligarchs from other countries paid for guided chances to shoot people for sport as well.

Recent publications, such as Croatian journalist Domagoj Margetic’s book "Pay and Shoot", allege that these "war tourists" were flown in and competed for targets, with higher prices allegedly set for killing women and children.

And from BBC: “Public prosecutors in Milan, Italy, opened an investigation into claims that Italian citizens traveled to Bosnia during the war to participate in these hunts, acting on complaints and evidence compiled by journalists and investigators.”
